The GM really needs to know how it works, what he/she wants in the game, and is capable of constructing a game that can account for the balance issues that will arise.

It can be a pain in the ass, but once you got it down, I found it to be a very rewarding system. I have had this dream of one day taking the Rifts campaign setting and building it in BESM 2nd ed. It is going to be a lot of work. One of the best games I ran was a Buffy the Vampire Slayer ripoff in BESM. That is my favorite thing about it, it is very versatile. 3rd edition was the final book published by the now out of business Guardians of Order. MacKinnon (by himself, there was big financial problems in the end) fought tooth and claw to get that book out and then the company was liquidated and sold to WhiteWolf.

So if you're looking for the most up to date version, go with 3rd. If you want one with a few expansions/supplements, go for 2nd revised. 3rd has no expansions/supplements. There's a BESM character generator floating around online (you have to search really hard after that for the stats and attribute data), but that's only for 2nd edition revised. I have both, but yet to play either one.

I'd go with 3rd edition, since it tried to fix some of the problems with 2nd edition revised. You could also look for BESM: D20, which is compatible with D20 or D&D3.5e content. Edit: also of note, there's an A Game of Thrones rpg published by Guardian of Order, though I forget if it used it's own system or used BESM. I've heard nothing good about BESM D20. I've kibitzed over one of my friends' shoulders as he ran a game with it, and was dismayed at the loss of flexibility that came with the conversion to D20. The players and my friend made similar similar complaints, as well as observations of how unbalanced the system seemed to be.

In the end, I filed it under an attempt to capitalize on the 'D20 is the big new thing!' The gaming industry went through at the time, resulting in a strained and rushed port which wasn't very successful. I'm a fan of the system, not so much the flavor (or the name). It's not exactly balanced to say the least, but it has a lot of flexibility and it's a lot of fun. The print run on 3rd edition was limited and copies tend to sell on ebay for $70+ last I checked. White Wolf bought up BESM when Guardians of Order folded and then basically just sat on the license until they in turn got gobbled up by CCP.

Now the game is pretty much dead. But there's hope!

It was Guardians of Order's attempt to turn BESM into a universal game system. It has all the same working parts. Take a look and enjoy.
